In his lecture, Prof. Dan Peled describes the Israeli Science, Technology and Innovation (STI) system with a special focus on Research and Development (R&D) in the defence sector. In the STI-sector, Israel is among the most innovative nations, however, it faces some major challenges. One central challenge is the lack of coordination of STI-policy and the lack of institutional structures. The main part of investment in R&D stems from the private sector, therefore the public sector stagnates. Peled therefore sees the necessity to establish functional structures in order to sustain the advanced STI-system. The defence industry assumes a special role in this context, as through numerous conflicts, Israeli scientific activity has been shaped by security interests. A steady decline in defence spending leads to increased civil applications of defence technology, here Peled sees an opportunity to reform R&D in Israel.
