Terrorism financing: new trends and policy responses

The panel discussion will present an overview of the latest developments in terrorist financing, in particular related to the role of social media, and other new technologies, as well as touch upon the legal and policy framework on countering the financing of terrorism. Furthermore, the panel will address the unintended consequences (UIC) of countering terrorism financing, in particular as they relate to the implementation of the Financial Action Task Force Counter-Terrorist Financing measures and outline subsequent initiatives and recommendations at international level.

Panelists:
Dr. Bibi van Ginkel, LLM is a long-serving ICCT Senior Research Fellow and, starting in 2023, ICCT’s Programme Lead on Preventing and Countering Violent Extremism. Van Ginkel’s expertise spans a wide variety of CT and P/CVE themes, contributing on these themes with research, project implementation, policy advise, and training. She was a Senior Research Fellow at the Security Unit of the Research Department of the Netherlands Institute for International Relations ‘Clingendael’, and has worked as a senior consultant to UNCTED on a project developing global guidelines for collecting information and evidence by military and other relevant criminal law actors within a Rule of Law framework. She also worked for several years as an implementing party for the Rule of Law Working Group of the Global Counterterrorism Forum, and for EU’s Radicalisation Awareness Network’s Policy Support. Having worked for decades at the junction point between research, policy, and implementation, and with years of experience engaging with and interacting with a wide variety of stakeholders, Van Ginkel’s strength is in translating evidence-based research into relevant and actionable policy advise. Finally, she has served as a member of the Peace and Security Committee of the Dutch Advisory Council on International Affairs for 12 years, and is a member of the Advisory Council to the Royal Netherlands

Ms. Gerrit Zach is a Programme Officer at the OSCE Transnational Threats Department’s Action against Terrorism Unit. She is the programmatic co-lead on countering the financing of terrorism, with a specific focus on unintended consequences, as well as preventing and countering violent extremism and radicalization that lead to terrorism (P/CVERLT). Before joining the Action against Terrorism Unit, she held the role of Acting Deputy Head of Mission in the OSCE Programme Office in Dushanbe, and subsequently managed the portfolio on Security Sector Governance and Reform in the OSCE Secretariat. Prior to joining the OSCE, Ms. Zach worked on the rule of law, the criminal justice system, and cross-border cooperation in criminal matters in different capacities, across Europe, Central Asia, and in Afghanistan. She also worked at the Vienna’s Public Prosecutor’s Department of Organized Crime, the Austrian MFA’s Human Rights Department and as a pro-bono probation officer in Vienna.
