The rapid rise of artificial intelligence is reshaping societies, economies, and security landscapes around the world, raising urgent questions about its transformative potential, its implications for security and state-to-state competition, and the governance frameworks needed to keep pace.
We are delighted to welcome two leading experts on cybersecurity, technology policy, and AI governance to the oiip to discuss these pressing questions.
Bruce Schneier
is an internationally renowned public-interest technologist working at the intersection of security, technology, and people, which led The Economist to describe him as a “security guru.” He has lectured at institutions including the Harvard Kennedy School and is a New York Times bestselling author. His most recent book, Rewiring Democracy, examines the impact of artificial intelligence on democratic institutions and governance.
Alexander Klimburg
is a leading authority on cybersecurity and international affairs. He has advised numerous governments and international organizations on a wide range of issues in international cybersecurity policy. He holds research affiliations with RAND, CSIS in Washington, D.C., and The Hague Centre for Strategic Studies, and is the author of several articles and books, including The Darkening Web (Penguin Press).

The discussion will examine how transformative AI is likely to be. Does it amount to a profound economic and societal disruption, or even a step toward technological singularity, a future in which machine intelligence surpasses human intelligence, leading to rapid self-reinforcing technological progress beyond human prediction and control?
The panel will also explore the impact of AI on security, from surveillance technologies to state-to-state competition and conflict, as well as its growing role in cybersecurity.
Finally, the discussion will address one of the most pressing questions of our time: how democratic institutions and international governance frameworks can respond to the unprecedented pace of AI development. Are existing regulatory approaches, such as the EU AI Act, sufficient to address emerging challenges?
