Dr. Elke Schraik is an affiliated researcher at the Austrian Institute for International Affairs (oiip) and a lecturer at the University of Vienna, the Diplomatic Academy of Vienna, and the University of Applied Sciences of the bfi Vienna. She holds a PhD in Political Science from the University of Vienna, where her research focused on the European Union as a global digital actor. Her work lies at the intersection of EU digital policy and foreign policy, with a particular focus on technological sovereignty and the EU’s external digital engagement. In addition to her academic work, she has held leadership roles in the think tanks Ponto and the Open Think Tank Network. She gained international experience through study programmes at Sciences Po Paris, the London School of Economics and Political Science, and the University of Cambridge, focusing on French politics, political economy, EU studies, and advocacy.
